Order status flow

Also written: nextStatuses, state machine

The fixed path an order may follow: `new` to `paid` to `shipped`, with `cancelled` allowed from `new` or `paid`. It is stored as data in `nextStatuses`, and any other move is refused with a 409 Conflict.
