Reading CSV files (CSV, with open, enumerate, continue)

Also written: CSV, csv, roads.csv, deliveries.csv, with open, open, FileNotFoundError, enumerate, continue

CSV (comma-separated values) is a plain-text format with one row per line and values split by commas. The planner opens each file with `with open` (which closes it automatically), uses `enumerate` to spot line 0 as the header, and `continue` to skip that line.
