docker start / stop / restart / rm

Also written: docker start, docker stop, docker restart, docker rm, docker rm -f

Commands that control containers: `stop` asks the program to shut down cleanly, `start` runs it again with its files as they were, `restart` does both and `rm -f` stops and removes in one go.
