Budget

Also written: Budget (class), budget.child, OverBudget, over budget

A limit on dollars and model calls, shared by a whole team or given to one worker. A child budget charges both itself and its parent; `check()` raises `OverBudget` when a limit is used up, and `work()` marks the run "over budget".
