OTEL_ environment variables

Also written: OTEL_SERVICE_NAME, OTEL_TRACES_SAMPLER, OTEL_TRACES_SAMPLER_ARG, OTEL_LOG_LEVEL

Settings the OpenTelemetry SDK reads from environment variables starting with `OTEL_`. `OTEL_SERVICE_NAME` names the service and the sampler variables choose how many traces to keep.
