set_index / sort_index

Also written: set_index, sort_index, is_monotonic_increasing

`set_index` makes a column, such as the order time, the index; `sort_index` puts the rows in index order. Time tools like `resample` and time-window `rolling` need a sorted DatetimeIndex.
