Timers (setInterval / setTimeout)

Also written: setInterval, clearInterval, setTimeout, clearTimeout

Browser functions that run code repeatedly (`setInterval`) or once after a delay (`setTimeout`). Each returns an id that `clearInterval` or `clearTimeout` uses to stop it, which is why effects clean them up.
