use_lockfile

Also written: .tflock, dynamodb_table, DynamoDB table

An S3 backend setting that turns on locking by writing a small `.tflock` file next to the state while Terraform works. It replaces the older DynamoDB table (`dynamodb_table`) approach, now deprecated.
